Where would be the best place to research car safety and/or highway safety.

Grier,
I'm going to suggest four places to start, three from the library's Indexes and Databases page, and one government site.
1)LEXIS NEXIS ACADEMIC
You can use the Sources tab to browse subjects by industry. Select Automotive, and then click on the particular titles you want to search. Continue to the search page and use terms such as "car safety" and "highway safety." You can also use the Search tab and search for newspaper articles, radio & TV transcripts, etc.
2) APPLIED SCIENCE & TECHNOLOGY ABSTRACTS
Again, try terms like "car safety" and "highway safety."
3) READERS' GUIDE ABSTRACTS
Try the same search terms in this database for more popular magazines.
4) The Dept. of Transportation (www.DOT.gov) has several links which should be useful, including one listed as "safety."
